The May revisions to Governor Newsom’s proposed state budget were released last week. Much larger than expected tax revenues from 2020 mean that the news is good for education. A rarely-used anti-spending law will give districts additional one-time funds, as well as provide tax rebates to many Californians.  

Highlights of the proposed budget include universal transitional kindergarten, the elimination of deferrals (money owed to school districts by the state), and funding for low-income districts to provide extended learning opportunities such as summer and after-school programs. Also in the budget is $7 billion from the American Rescue Act for broadband expansion, which education advocates say is critical to closing the digital divide for less affluent communities, particularly in remote areas.
